Our Constitution

Wellington Place Residents' Group is all about building community in the new build estates to the north-west of Market Harborough, Leiestershire. It's a place where residents come together to support each other, share experiences, and work towards making our local area a better place to live in.

Where we are

The Wellington Place Residents' Group and Community Hub covers the areas marketed and sold by Taylor Wimpey and William Davis under the development name of "Wellington Place".

 

Wellington Place Primary School is at the heart of the local area and the management company will also  continue to refer to our area as Wellington Place.

Our Aims

WPRG is an independent and non-political group set up to: 

  • Build and sustain the Wellington Place community through the development of communication lines, facilities and activities, in order to help residents connect with one another and to feel they are being supported.

  • Represent and support the interests of the residents of the area and put forward the collective view of the area following active consultation with residents. 

  • Work proactively to support ongoing dialogue between residents and Harborough District Council, Leicestershire County Council,  their partners and other agencies/organisations (such as developers or management agencies) to improve the quality of life for all residents of Wellington Place.

Members 

 

Membership is open to all people living in the area covered by Wellington Place who accept the aims of the Residents’ Group and Community Hub, irrespective of nationality, race, religious or political belief, ethnic or national origin, sex, colour or age. Membership is open to all people living in the area irrespective of whether they are tenants, leaseholders or owner occupiers.

 

The Residents’ Group may suspend the membership of any member whose conduct damages the reputation of Wellington Place both as a group and community. This can be done at special meetings.

 

Subscriptions

 

There will be no subscriptions charged prior to the Inaugural General Meeting to elect the Chair, Secretary and members. Decisions regarding future subscriptions will be made and, where agreed, set and reviewed at each subsequent Annual General Meeting.  

 

Conduct of Business 

 

The business of Wellington Place Residents’ Group and Community Hub will be conducted by the Committee of elected members. The Committee will be elected at the Inaugural General Meeting meeting of the Residents’ Group and Community Hub and at each subsequent Annual General Meeting. Candidates must be proposed and seconded by residents of Wellington Place and may be elected on a straight majority of members present at the meeting. 

 

Prior to the Inaugural General Meeting, the Committee shall comprise of non-elected volunteers who are in place to establish and caretake the Wellington Place Residents’ Group and Community Hub.  This Committee is committed to ensuring the Inaugural General Meeting will take place no later than Easter 2026.

 

The Committee will be made up of the following members: 

Chair (officer)

Secretary (officer)

Treasurer (officer)

And at least four other members 

 

The election, or removal, of officers or committee members, may only be carried out at an Annual General Meeting. The committee may temporarily fill any vacancy arising on the committee from its other members until the next Annual General Meeting of members, at which time an election shall take place. 

 

No committee meeting shall take place without a quorum. A quorum considered to be the presence of 50% of committee members, including at least one member from the office of Chair, Secretary or Treasurer. 

 

The Committee shall arrange a minimum of one open meeting per year (in addition to the Annual General Meeting) for the members of the Residents’ Group and Community Hub, to discuss issues affecting our community. These meetings will be called by the Committee and will be publicised through the Community Hub website. Minutes of all Committee meetings will be published and available to view on the Community Hub website.

 

Annual General Meeting 

 

The Committee shall call an Annual General Meeting of the Association so that members can hear the Committee’s report on the year’s activities, listen to the Treasurer’s report on how their money was used and elect a new Committee. Notice of the meeting will be publicised through the Community Hub website. Minutes of all Committee meetings will be published and available to view on the Community Hub website.

 

Special Meetings 

 

Special meetings to discuss emergency matters directly affecting the residents of Wellington Place or their interests must be arranged at the request of at least three committee members or by a written request signed by at least a quarter of the membership of the Residents’ Group. 

All members shall be provided with at least 14 days’ notice of the date, time, venue and agenda of the meeting. The meetings are open to all members of the Residents’ Group. Minutes of all Special meetings will be published and available to view on the Community Hub website.

 

Sub-Committees 

 

The Committee may appoint sub-committees to carry out activities on behalf of the Residents’ Group and Community Hub. Any sub-committee formed to look at a particular project or problem will keep accounts of their spending and a record of their meetings.  Minutes of all sub-committee meetings will be published and available to view on the Community Hub website.

 

Duties of Officers 

 

The officers will organise the work of the Residents’ Group. The Chair shall conduct the meetings of the Residents’ Group. The Vice Chair shall carry out the duties of the Chair, in his/her absence. Any additional responsibilities of the Chair and Vice Chair will be agreed at each Annual General Meeting for the next 12 month period.

 

The Treasurer will keep a proper account of the money being received and spent by the Residents’ Group. The Treasurer’s responsibilities will be reviewed when elected to the post of a term of office and agreed at each Annual General Meeting for the next 12 month period.  These responsibilities will include ensuring any accounts are checked by an independent auditor at least once a year. 

 

The Secretary will ensure the Community Hub is updated to inform members of upcoming meetings and keep minutes of the Residents’ Group meetings. Minutes of all Committee meetings will be published and available to view on the Community Hub website. Any additional responsibilities of the Secretary will be agreed at each Annual General Meeting for the next 12 month period.

 

Finance 

 

All money granted to, or raised by, the Residents’ Group shall be used for the benefit of Wellington Place and its community only in line with the aims and objectives set out in the Constitution. 

 

All expenditure must receive prior agreement from the Committee. Expenditure, other than petty cash, should be formally approved by the Committee. A vote must be taken and the result minuted. 

 

Alterations to the Constitution 

 

Any changes to the Constitution must be discussed at an open meeting. Members will be given at least 14 days’ notice of the date, time, venue and content of the meeting. Any change must be approved by at least two thirds of the members present and voting at the meeting. 

 

The Committee, or if a Committee no longer exists, a majority of remaining members of the Residents’ Group, can propose that the Residents’ Group should be dissolved. They must give at least 14 days’ notice to all those eligible for membership of the Residents’ Group of the date, time and venue of the meeting and the fact that this matter will be discussed. For the sole purpose of dissolution, a quorum need not apply; the Residents’ Group may be dissolved by a two-thirds majority of those present. 

 

Once the Residents’ Group has satisfied its liabilities, assets remaining in the Residents’ Group’s funds shall be used for purposes of benefit to Wellington Place and its community, as the meeting shall decide.
